Today, actors such as China and Russia frequently operate below the threshold of conventional warfare, mixing political, economic, information, and military tools to advance their interests. In this so-called “gray zone” between routine statecraft and war, uncertainty permeates intelligence. To avoid escalation, aggressors design gray zone activities to evade detection outright or to frustrate intelligence efforts to attribute blame, quantify risk, and inform responses.
In this conversation, Former Under Secretary of Defense for Intelligence Michael Vickers will share his insights on current and future intelligence challenges. This conversation will be moderated by Jake Harrington, Intelligence Fellow in the CSIS International Security Program.
