The people of Southern Sudan will next January vote in a referendum on whether to remain with--or secede from--the North.  Little time remains for the north and the south to agree on the terms of the referendum and forge a strategy to ensure a peaceful break up of Africa's largest country in the event of a vote for southern indepedence. Maj. Gen. Gration will outline his vision of what the United States and the international community must do during this crucial period to ensure that the referendum is held on time and that its outcome is respected by all sides.
