Detect, Disrupt, Deter: A Whole-of-Government Approach to National Security Cyber Threats

John Carlin heads the DOJ’s National Security Division, created in 2006 and responsible for counter-espionage, counter-terrorism and other national security issues.  NSD was responsible for the indictment of five PLA officers for cyber espionage, perhaps the most effective cyber-deterrent action ever taken by the U.S., and the recent indictment of Iranian hackers for cyber actions against U.S. critical infrastructure.  This discussion will examine progress to date against cyber espionage, the role of law enforcement and prosecution, and what’s next for counter-espionage and law enforcement in cyberspace.
