After more than two years of war, Ukraine has suffered from unparalleled destruction. As of March 2023, the World Bank estimated that the cost of reconstruction and recovery will be $486 billion. Ukrainian authorities estimate that immediate reconstruction needs will require at least $15 billion. Ukraine is rebuilding now with the help of allies, particularly the United States. There are many opportunities for investment, particularly in the agriculture, technology, and energy sectors, and some American companies are expanding their businesses in Ukraine. Despite the possibilities for growth, many American firms and institutions are wary of entering the Ukrainian economy during the war. With the help of foreign financing, Ukraine could not only rebuild their industries but modernize each one to ensure they flourish after the war.

This panel discusses what steps the United States should take in assisting Ukraine, highlighting the opportunities and need for foreign investment. The panelists explore ways to attract U.S. private investments and explore opportunities for collaboration with Ukrainian businesses and institutions.

This event took place during the 2024 "Doing Business in Ukraine" conference.

This event is made possible through general support to CSIS.
