Doing Business in Ukraine: Strengthening Ukraine’s Workforce and Human Capital

Before the war, Ukraine was experiencing a challenging demographic scenario with many young Ukrainians leaving the country for better economic opportunities abroad. Moreover, the country’s fertility rate was one of the lowest in Europe.  The war has compounded this demographic crisis. A large share of Ukraine’s workforce has further emigrated, enlisted in the military, or even been killed.  This panel addresses strategies and programs required to revitalize Ukraine’s labor force and human capital after the war to include automation and robotics as well as attracting migrants from neighboring countries to fill in immediate workforce gaps.
