Foreign Aid in a Time of Great Power Competition: Recommendations for a Trump Administration Foreign Assistance Review

U.S. foreign assistance is overdue for a major review and update. The world’s development landscape is dramatically different from even just 15 years ago. Major assistance reforms will require leadership from the Executive Branch in partnership with the U.S. Congress. After accomplishing the near legislative miracle of the BUILD Act, it is timely and appropriate to turn to the bigger question of how to best leverage U.S. foreign assistance and seek to align assistance with the U.S. National Security Strategy. The Trump Administration is currently conducting a review of U.S. foreign assistance. There is an opportunity for the Trump Administration to make major changes in the realm of foreign assistance, but such changes will only succeed if done in partnership with Republicans and Democrats in Congress.
