How Shifts in Global Aid are Reshaping Fragile States

Reductions in aid from Western donors are transforming the global humanitarian landscape. As shifting domestic priorities, geopolitical tensions, and donor fatigue shrink traditional funding streams, many fragile states are experiencing heightened instability and pressure on essential services.
On December 6, Mona Yacoubian moderated a panel at the Doha Forum exploring these developments and discussed how reduced international aid flows are reshaping power dynamics, governance, and resilience.
Panelists H.E. Yousef Ali al Khater, Lisa Doughten, Tjada D'Oyen McKenna, and Fadi Chehade investigated if alternative actors are able to fill the gap and how they might shape the assistance landscape going forward, as well as whether new, more sustainable, and more effective models of support can emerge for fragile states.
