Ambassador Bernal is currently the Executive Director for the Caribbean at the Inter-American Development Bank, and was Jamaica’s Ambassador to the United States of America and Permanent Representative to the Organization of American States (OAS) for over ten years. His book addresses the unique situation of small, developing economies and their influence on international development policy. During the 1990s, Ambassador Bernal writes, Washington aligned its trade priorities, counternarcotics agenda, foreign aid, and debt relief programs with Jamaica’s priorities, partly because of the vocal and active Jamaican immigrants living in the United States and partly because Jamaican diplomats have learned to operate successfully within the U.S. government’s channels.
