The Lord's Resistance Army: A Spent Force or Continuing Threat?

with

Anneke Van Woudenberg
Senior Africa Researcher, Human Rights Watch

and

Paul Ronan
Co-founder and Director of Advocacy, Resolve Uganda

moderated by

Richard Downie
Fellow, CSIS Africa Program

Anneke Van Woudenberg and Paul Ronan have recently returned from trips to the eastern Congo, the Central African Republic, and southern Sudan and will offer their insight on the current strength of the Lord's Resistance Army (LRA). The Ugandan army, receiving U.S. military support, calls the LRA a spent force. The Congolese government in Kinshasa agrees. Yet, a recent report by Human Rights Watch reveals a previously unknown massacre in a remote area of DR Congo last December. So, what needs to be done by countries of the region and the broader international community? And what role could and should the U.S. Government be playing?
