How a country reconciles with past episodes of mass atrocity has profound but underspecified effects on political and social development. The Center for Strategic and International Studies, with generous support from the Ford Foundation, has examined the implications of the Stalinist legacy on the Russian human rights movement through a comprehensive survey of Russian citizens and a series of meetings with international memory scholars and activists.  Event speakers reflected on lessons learned and further explored collective memory and its implications for the future of Russian society.
