America's policy of rebalancing toward the Asia-Pacific region, declining European defense budgets, economic malaise and Afghanistan war fatigue provide the backdrop for a timely discussion about the future capabilities of NATO's European allies. Which European allies are politically willing and able to undertake future military operations? What actions are needed to reform European military spending away from non-deployable assets to deployable, interoperable forces? Moderated by CSIS Europe Program Director Heather Conley, the discussion with Professors Petersson and Matlary provide a European perspective on these issues as they assess the drivers for the use of force among NATO allies, including history, political culture, economy, and threat perceptions.
