The World Bank Group's Doing Business report highlights the complications small and medium sized enterprises (SMEs) face across countries by summarizing government regulations on business into comparable indicators. In conjunction with the related investment climate work, Doing Business is one of the most succesful initiatives of the World Bank Group. The issues identified by the Doing Business report have prompted major reforms on property rights, contract enforcement, and other business procedures around the world.

USAID also played a critical role in launching Doing Business, including providing seed funding. USAID’s Investor Roadmap was one of the two sources for its methodology. USAID has also funded some of the subsequent expanded coverage of indicators, countries, and further analytical products.
