Roles and Authorities for Emergency Response

The aftermath of Hurricane Katrina exposed shortcomings in the response to disaster at all levels of national government. In particular, it raised questions about the correct role of the federal government in emergency response. CSIS and Arnold & Porter LLP co-hosted a discussion November 28 regarding the roles and respective authorities of government officials for emergency response and consequence management.


The event featured presentations by former FEMA Director James Lee Witt, Chairman and CEO of James Lee Witt Associates, LLC; former Oklahoma Governor Frank Keating, President and CEO of the American Council of Life Insurers; and former Chief of Staff of the U.S. Army General Dennis J. Reimer (Ret.), President, DFI Government Services.
