The Safe Harbor: Data Protection or Protectionism?

CSIS Digital Trade Roundtable Series

The relationship between the collection and dissemination of data, the relevant legal and regulatory frameworks, and the public’s expectation of privacy has evolved rapidly. The attempts to update the July 2000 U.S.-EU "Safe Harbor" agreement reflect these evolutions, particularly after several high-profile breaches of consumer data and the 2013 disclosures about NSA surveillance.
