Ukraine: A Net Assessment of 16 Years of Independence Implementation of Key Tasks and Recommendations

In February 2008, the Center for Strategic & International Studies released its "Net Assessment" report prepared for the U.S.-EU Partnership Committee for Ukraine. This report examined Ukraine’s development since it regained independence in 1991 in the areas of governance, economics, energy, the military, and international relations. The authors offered priority reform tasks for the Ukrainian government, as well as suggestions for the European Union and United States as to how they might help Ukraine further its process of reform and integration into European and Euro-Atlantic institutions.
On March 6, U.S.-EU Partnership Committee for Ukraine co-chairs Zbigniew Brzezinski and Volker Rühe released an update to the CSIS “Net Assessment” publication. This updated report assesses the progress made by the Ukrainian government, European Union, and U.S. government in implementing the Net Assessment’s recommendations over the past year. The event is co-hosted by the Center for Strategic & International Studies and the Konrad Adenauer Foundation.
In addition to U.S.-EU Partnership Committee co-chairs Brzezinski and Rühe, the report’s authors – CSIS New European Democracies Project Director Janusz Bugajski, Brookings Visiting Fellow and CSIS Russia/Eurasia Senior Adviser Steven Pifer, CSIS Energy Program Senior Associate Keith Smith and American University Professor Celeste Wallander – will participate.
