Unpacking Japan's AI Policy with Hiroki Habuka

With the global approach to AI regulation at a turning point, many countries are reconsidering their strict regulatory frameworks. In February 2025, Japan’s AI Policy Study Group, part of the government’s Cabinet Office, recommended scaling back the country’s 2024 regulatory ambitions in favor of a more flexible approach. In response to these recommendations, on February 28, the government approved the Bill on the Promotion of Research and Development and the Utilization of AI-Related Technologies at a Cabinet meeting and submitted it to the Diet.
Join the Wadhwani AI Center on March 21, 2025, for a livestreamed discussion with Hiroki Habuka, one of its senior associates. He will be joined by Gregory C. Allen, director of the Wadhwani AI Center. Mr. Habuka will unpack insights from his latest report on Japan's regulatory shift and its implications for Japanese and international AI governance, as well as the potential impact of the newly submitted Bill on Japan’s AI regulatory landscape. Mr. Habuka will also examine Japan’s response to the DeepSeek shock and Japan’s role in global AI governance
In addition to his role at CSIS, Mr. Habuka is a research professor at the Kyoto University Graduate School of Law and was previously deputy director for global digital governance at Japan’s Ministry of Economy, Trade, and Industry. In this position, he led several projects on digital governance, including artificial intelligence (AI), privacy protection, data security, and digital platform regulations.
