Is the U.S. Government on Track to Create a 'Whole of Government' Approach for Global Development Policy?: Progress to Date on the Coherent, Coordinated, Complementary "3C" Roadmap

After a sucessful "3C" Conference in Geneva in March 2009, there was renewed interest and energy in Washington to develop a robust 'whole of government' approach to global development by streamlining the various interagency efforts and coordinating effective assistance strategies. This half-day conference convened experts in the field as well as representatives from the U.S. Department of State, U.S. Department of Defense, USAID, NATO, OECD, World Bank, UN, non-governmental organizations, and the private sector. Together, these diverse stakeholders discussed and defined a more integrated, streamlined, and efficient structure and policy for U.S. global development aid.
