Jen Berlin Joins CSIS Economic Security and Technology Department as Vice President

WASHINGTON, DC – April 7, 2025 – The Center for Strategic and International Studies (CSIS) today announced that Jen Berlin has joined the Economic Security and Technology Department as Vice President. In this new senior leadership role, Berlin will help shape the Department’s strategic direction, enhance operational effectiveness, and scale its impact across critical areas of national security, economic policy, and emerging technologies.

Berlin brings to CSIS more than two decades of management and policy experience spanning senior roles in government, think tanks, and the private sector. Her background makes her uniquely suited to lead the Economic Security and Technology Department’s strategic and operational initiatives—ranging from fostering cross-program collaboration within the Department to advancing joint policy initiatives across CSIS. Berlin’s appointment comes as the Economic Security and Technology Department drives an ambitious agenda for developing innovative, actionable policy solutions to the most pressing economic and technological challenges facing the United States, from artificial intelligence and trade to energy security and innovation ecosystems, among others.

“Jen is a strategic thinker and institution builder par excellence with a strong track record of helping translate vision into impact across government, business, and think tanks,” said Navin Girishankar, President of the Economic Security and Technology Department. “Her leadership will be pivotal as we cement our Department’s role in shaping U.S. economic security and technology policy. There is simply no better individual to serve as Vice President of our Department, and we are thrilled to welcome Jen to the team.”

Berlin most recently served as Assistant National Cyber Director for Stakeholder Engagement at the White House Office of the National Cyber Director. In this role, she led the development and implementation of thought leadership and engagement strategies with industry and civil society to shape the administration's technology policies.

Berlin’s public service includes time at the Department of Defense, the Department of Commerce, and Capitol Hill. She also served as Vice President of Strategy and Operations at the Brookings Institution, where she played a key role in developing and managing enterprise-wide initiatives, including the Brookings Artificial Intelligence and Emerging Technology Initiative.

I’m honored to join CSIS as Vice President of the Economic Security and Technology Department,” said Berlin. “Sustaining the United States’ economic and technological advantages is one of our most critical policy challenges. Decision makers need the Department’s insights and recommendations now more than ever. I’m excited to support this talented team in establishing the Department as a center of excellence, delivering cutting-edge analysis and solutions that advance U.S. competitiveness and security.”
