Fernando Henrique Cardoso, former president of Brazil and current president of the Club of Madrid; Jorge Dominguez, director of the Weatherhead Center for International Development at Harvard University; and Thomas C. Dawson II, director of external relations at the International Monetary Fund (IMF), discussed the impact of IMF programs on democratic governance at a forum hosted by CSIS on Jan 20.
