Discussion with Afghan Minister of Counter Narcotics
Join us for a roundtable discussion with H.E. the Minister of Counter Narcotics of Afghanistan, Zarar Ahmad Moqbel Osmani. The discussion is scheduled on Wednesday, January 25th at 3pm in the B1 Conference Center.
Minister Osmani will be discussing Afghanistan's counter narcotics policy and its broader strategic policies towards combating narcotics.
Biography of Zarar Ahmad Moqbel Osmani
Since late 2009, Zarar Ahmad Moqbel has been the Minister of Counter Narcotics under President Hamid Karzai.
Previously, he served as the Interior Minister from September 2005 to October 2008. In March 1994, Osmani was appointed Chief of Police of Parwan Province, where he successfully standardized the security system, which was a message of peace and security to the people of Parwan.
From June 1998 to May 2002, he served as the First Secretary at the Embassy of the Islamic Republic of Afghanistan in Iran.
After the establishment of the transitional government in February 2004, President Hamid Karzai appointed Osmani as Governor of Parwan Province, a position he held until January 2006. After the second presidential election, President Karzai introduced Mr. Osmani to the Parliament, and with the highest number of votes from the members of the Afghan Parliament, he was appointed Minister of Counter Narcotics.
Osmani graduated from the Teachers’ Training Institute in Parwan Province with a bachelor’s degree in mathematics and physics. He is married with four children and lives in his hometown in Parwan.
