Undersecretary of State for Political Affairs Marc Grossman at CSIS
In an address delivered at CSIS on May 6, Marc Grossman, undersecretary of state for political affairs, announced that the United States would not join the International Criminal Court (ICC). "While we oppose the ICC, we share a common goal with its supporters - the promotion of the rule of law. In order for the rule of law to have true meaning, societies must accept their responsibilities and be able to direct their future and come to terms with their past, without the interference of an unchecked international body," said Grossman. He said that despite differences in philosophy and approach over the Rome Treaty, the United States will continue to promote international justice and the rule of law.
