The Evolving Defense/Industry Partnership

How Public and Private Industrial Capabilities Work Together

This event will focus on optimizing the industrial capabilities available to the Department of Defense, which include its organic capabilities (depots, arsenals, and labs), federally-funded research and development centers, and private sector service providers and suppliers. In the 1990s and 2000s, efforts were made to change the degree of participation of all these elements of the industrial base through adopting new government initiatives, contracting out, contracting in, and setting limits on the work of FFRDCs. So far, it is unclear whether these initiatives have left us with improved industrial capabilities for the current security environment, but as these industrial base shifts have occurred, several positive partnerships have emerged out of cooperation between organic, non-profit, and for-profit industrial capabilities. This panel of experts will examine how the Department of Defense can optimize its industrial capabilities to respond to a rapidly changing world in a constrained budget environment.
