What are the Chinese Doing in Latin America?

Chinese companies are pouring billions of investment dollars into Latin America, including oil contracts with Venezuela and Mexico.  In addition, they are steadily increasing military relationships across the region, including with traditional U.S. allies like Colombia and Costa Rica. Their military sales have changed from items like tactical clothing to fighter jets and multiple rocket launchers. Is there a strategy behind this?  What are the Chinese thinking?
