Lessons in Countering Violent Extremism

On June 20, the Transnational Threats Project (TNT) and the Defending Democratic Institutions Project (DDI) gathered experts from the public and private sector to discuss lessons regarding messaging and influence operations. These lessons related to counterterrorism and countering violent extremism (CVE) and their application to adversary state-based messaging operations (particularly Russia).  While there are significant differences between these two challenges, there are also commonalities that might inform current efforts to develop and implement strategies to counter state-adversary influence operations. As a result, the group discussed the below questions:
 
  • Can we leverage the research, analysis, and experience from CVE around why certain messages resonate?
  • What kinds of voices are effective and legitimate in establishing competing narratives?
  • What are the relative effects of positive messages and counter-messages?
  • What role should the government play? The private sector?
  • How can social media and civil society be more effectively engaged?
