A Conversation with Venezuela's New Special Representative to the OAS, Gustavo Tarre

Please join the CSIS Americas Program for a public conversation with Dr. Gustavo Tarre, the Venezuelan Special Representative to the OAS, appointed just last week by the Interim President of Venezuela, Juan Guaidó.  Ambassador William Brownfield, former U.S. Ambassador to Venezuela and former Assistant Secretary of State for International Narcotics and Law Enforcement Affairs, will also join the discussion, with additional speakers to be added possibly. The conversation will focus on the rapidly developing political situation in Venezuela, the opportunities and pitfalls for an interim Guaidó presidency, and how the international community should continue to respond and support democracy in Venezuela.
 
On January 10th, 2019 Nicolas Maduro’s official Presidential term ended and with it any remnants of legitimacy, based on his “victory” in a July 2018 election that was universally condemned as unfree and unfair. Maduro was sworn in by an illegitimate supreme court in defiance of the democratically-elected National Assembly and the legitimate Supreme Court-in-exile.
 
On January 23rd, Juan Guaidó, the President of Venezuela’s National Assembly--Venezuela’s only truly democratically-elected branch of government-- took the Oath of Office as the legitimate Interim President of Venezuela. Guaidó has received formal recognition as the legitimate interim president from 23 countries including Lima Group countries and the United States.
 
Dr. Gustavo Tarre is a Venezuelan attorney, a constitutional law expert and former professor. Dr. Tarre was a member of the Venezuelan Congress from 1979 to 1999, where he served as deputy leader and leader of the Fracción Parlamentaria de Copei (whip and minority leader), and presided over the Energy and Mining Committee, Finance Committee, and Internal Politics Committee. Dr. Tarre has served as a Senior Associate with CSIS Americas Program since 2016.
