Chang Moon Yoon began his fellowship with the Office of the Korea Chair at CSIS in December 2017. His research topic is “How to Develop the U.S.-ROK Alliance through Bilateral Business Cooperation in the Defense Industry.” Mr. Yoon is director of the International Policy and Cooperation Division at the Republic of Korea Defense Acquisition Program Administration (DAPA). He has held a number of key positions at DAPA: director of the military robot project team; member/director of the Korea Combat Training Center project team; and deputy director of the Defense Industry Policy Division. Mr. Yoon holds an M.A. in public affairs from Indiana University and a B.A. in aerospace engineering from Seoul National University.
