Earl Anthony Wayne
Earl Anthony Wayne is a senior adviser with the CSIS Project on Prosperity and Development. He served as a U.S. diplomat from 1975 to 2015. The U.S. Senate confirmed Wayne as a career ambassador, the highest rank in the U.S. Foreign Service, in 2010. He is currently a public policy fellow at the Woodrow Wilson International Center for Scholars and co-chair of its Mexico Institute Advisory Board. He is also a senior non-resident adviser at the Atlantic Council and at the Center for Security and Treasurer of the American Foreign Service Association and chairs its PAC. He writes, speaks and consults on a wide range of topics. Wayne was an advisor for HSBC in Mexico and Latin America on countering illicit finance from 2015 until early 2019. Wayne served as the U.S. ambassador to Mexico (2011-15), coordinating director for development and economic affairs and deputy U.S. ambassador in Kabul, Afghanistan (2009-2011), and U.S. ambassador to Argentina (2006-2009). He worked for three secretaries of state as assistant secretary of state for economic and business affairs (EB) (2000-2006). Prior to his service with EB, Wayne worked as principal deputy assistant secretary of state for European affairs, deputy assistant secretary for Europe and Canada, deputy chief of mission at the U.S. mission to the European Union in Brussels, and director for Western Europe at the National Security Council. He received multiple honors during his service, including most recently the 2017 Director General’s Cup for the Foreign Service and the 2015 Cobb Award for Initiative and Success in Trade Development. Wayne has an M.P.A. from the JFK School of Government, Harvard University, an M.A. from Princeton University, an M.A. from Stanford University, and a B.A. from the University of California, Berkeley.
