Elizabeth Hoffman currently serves as the director of congressional and government affairs and fellow at the Center for Strategic and International Studies (CSIS). Prior to joining CSIS, she was director for government relations at the National Endowment for Democracy (NED), where she oversaw NED’s engagement on Capitol Hill and with the executive branch, and managed the budget and appropriations process. During her tenure, NED’s annual appropriation from the Congress increased to $300 million annually from $180 million annually.
Ms. Hoffman also spent two years as a senior professional staff member on the House Committee on Homeland Security. She has held numerous positions in the House of Representatives, both in members’ personal offices and on committees specializing in foreign policy, national security, and human rights. In addition to her Hill experience, Ms. Hoffman worked at the George W. Bush Institute on the Human Freedom Initiative team, where she developed a training program for young Burmese political leaders. She received an M.A. in international affairs from the George Washington University, with concentrations in security policy studies and the Middle East, and her B.A. in political science from Southwestern University in Georgetown, Texas.
