
Jose Ignacio Hernández is a law professor and an independent consultant. He holds a law degree from the Andrés Bello Catholic University in Venezuela and a PhD from the Complutense University of Madrid. He is a law professor at the Andrés Bello Catholic University and the Central University of Venezuela and is an invited professor in several Latin American countries and Spain. He is also a fellow at Harvard Kennedy School's Growth Lab. Professor Hernández has written several books and papers in comparative constitutional and administrative law and economic regulation. More recently, his research interests have focused on studying state capability and development, including migration and international investment. Between 2019 and 2020, Professor Hernández served as the special attorney general of Venezuela. In that condition, Professor Hernández advances several actions regarding the legal dimensions of the complex Venezuelan humanitarian emergency, with particular attention to the Venezuelan public debt at its international litigation.
