Shannon Herzfeld

Shannon Herzfeld is a non-resident senior associate with the Project on Prosperity and Development at the Center for Strategic and International Studies. Ms. Herzfeld is an expert in international trade and global business and public policies that shape their outcomes. For 17 years she was a corporate officer of Archer Daniels Midland Company (ADM) as vice president of global government relations. She oversaw government affairs in 160+ countries, focusing on market access, foreign investment, and agriculture logistical issues. For 16 years, Ms. Herzfeld was appointed (with security clearance) to the USDA/USTR Agriculture Policy Advisory Committee and was elected committee chair from 2015 to 2021. Additionally, she was appointed to the Commerce Department’s International Trade Advisory Committee (Energy) and the State Department’s Advisory Committee on International Economic Policy. She was cofounder of the New Vision for Agriculture initiative of the World Economic Forum and a founding board member of the National Corn Growers Association Agri-Industry Council, the American Soybean Association Action Partnership, and the Global Harvest Initiative. Before ADM, she was senior vice president of international affairs at Pharmaceutical Research and Manufacturers of America (PhRMA). She represented this sector at WTO ministerial conferences, including during the renegotiation of the Declaration on TRIPS and Public Health. Earlier, she was with Akin, Gump, Strauss, Hauer & Feld, focusing on international trade dispute resolution, for clients in Japan, South Korea, Brazil, and the United States. Ms. Herzfeld’s early career began at the U.S. Treasury and Commerce Departments. She received a BA from Connecticut College with majors in economics and physics; an MBA from the Wharton School of Business at the University of Pennsylvania; and an MA in international economics and business from the Fletcher School of Law and Diplomacy at Tufts University.
