On May 11th, the U.S. Department of Interior’s Bureau of Ocean Energy Management (BOEM) will hold its first offshore wind energy lease sale of the Carolinas. Ahead of this sale, Morgan Higman (CSIS) talks with officials from North Carolina, Massachusetts, and New York, about how their states are working to secure economic benefits for their states from the development of the offshore wind sector.
