Strathmore Governance Center

The Governance Center at Strathmore University (Nairobi, Kenya) was launched in Nairobi on September 17th, 2008 at the workshop, “Risk Management in the Domestic Supply Chain of Health Commodities in Kenya.” (View Governance Center Opening Slideshow and Agenda for Launch Conference)

Though concerned broadly about all dimensions of governance, the Strathmore Centre is particularly interested in "governance in Africa", that is, in governance issues that reflect the specific circumstances of the African continent. Its objectives as laid out by the Vice Chancellor Strathmore University, Prof. John Odhiambo

“The main agenda of the Governance Centre is to conduct research The Centre also aims to develop a governance resource centre, and to partner with other organizations that share the objective of improving governance in Kenya.

The Center can facilitate the improvement of governance by defining measures of good governance and developing indices to assess and rate governance in a wide variety of institutions. The Centre will endeavor to focus on highlighting good governance practices and providing solutions rather than just pointing out negative practices.”

Mission of the Strathmore Centre

SGC seeks to promote good governance in the public, private and civic sectors of the Eastern African region by carrying out research and analysis on governance issues, by facilitating dialogue within and across those sectors, and by identifying educational needs and developing appropriate tools and programmes to meet those needs.

Strathmore Centre Activities

  • African Women’s Leadership and Mentoring Initiative
    For nearly two weeks, the Strathmore Governance Centre, together with the Coady Institute of St Francis Xavier University in Canada, hosted the first residency of “African Women’s Leadership and Mentoring Initiative.” The initiative aims at nurturing and developing a new cadre of African women leaders through training, coaching, mentoring, networking and research. The program is a joint effort of a consortium of institutions and is set to run for two years with 4 residencies and an on-line learning platform. The program is based upon four pillars: 1) Feminist leadership (including personal and collective); 2) Citizen-driven asset-based community development 3) Economic Empowerment and Development 4) Transparency, Accountability and Legitimacy in Governance. SGC’s Dr. Kankindi is contributing the Module on Governance and legitimacy titled “Governance and Leadership: African Ethics and Values”.

  • Integrity Leadership for Africa
    Together with Integrity Action, the Kenya Center held an Integrity Leadership for Africa Course (ILAC) from April 29th-May 4th 2013 for 27 participants with backgrounds in government and civil society from 8 African countries: Democratic Republic of Congo (1); Kenya (9); Liberia (2); Madagascar (1); Nigeria (6); Sierra Leone (1); South Sudan (5); Uganda (2). The course was based on two principles: control of corruption is central to good governance, and integrity is central to preventing or at least reducing corruption. It will be organized around Integrity Action’s four factors (accountability, competence, ethics and corruption control) and on SCG’s approach that “ethical principles need to guide every governing task, policy and procedure for the promotion of humanism, at the service of the common good of the people.” The course featured Integrity Action’s “Fix Rate” approach to reducing corruption and followed a tight schedule.

Areas of Research

The Strathmore Centre ’s research is primarily focused in eight areas:

  • Governance in the Health Sector
    As a follow-on to the 2008, workshop on  ‘Risk Management in the Domestic Supply Chain for Health Commodities’, SCG hosted an Experts Panel meeting on September 29th 2011 titled “Resource Optimization in Delivering Health Care (RODH): A study on minimizing risks in the supply chain of health commodities”.  The Experts Panel was called to consider the technical report of a study to seek evidence (at the district level) of what happens at the end of the supply chain.  The general objective of the study was to see how the existing resources are used applying existing policy tools and consequently review the performance of public health sector planning, budgeting, procurement and distribution of drugs and supplies with a view to establishing strengths, weaknesses and opportunities in the system. SCG will seek funding for the next phase, “ways forward” to assist in providing on how to manage health facilities with more integrity and accountability, involving, at the same time, the different communities at the local level.

    The Centre carries out research into all aspects of governance in the health sector in Kenya , looking at the institutions that provide health care, the entities that support healthcare institutions and the very structures, processes and activities on which the delivery of health care depends for its integrity and effectiveness.  In 2008, SGC organized a workshop on the theme: ‘Risk Management in the Domestic Supply Chain for Health Commodities’.

  • African Ideals and Institutions
    Research projects in this field will seek to understand those African ideals and their shaping of institutions that embodied and expressed them with a particular focus on government by consensus may produce results that are very relevant to true political legitimacy.

  • African Legal Systems
    Through its project on Legal Pluralism in Eastern Africa the Centre seeks to examine the ways in which the customary norms and practices of African societies have interacted with Western and Islamic legal systems through time. By so doing the project seeks to understand the dynamics and principles of contemporary transitional justice and their impact on the social, political and cultural factors affecting present-day governance in Africa.

  • Civil Society
    Research projects in this area will look at the manifold contexts within which civil society has existed and exists in Africa, particularly its relation to the state, ethnicity and kinship.

  • Local Government
    Research seeks to gather evidence about the ways in which local authorities govern "in practice" with a view to understanding how best to improve that practice.

  • The Non-profit/non-government Sector
    The Centre seeks to study the ways in which good governance enhances the effectiveness and impact of the services provided by non-profit and non-government organizations (both foreign and indigenous) in all areas of activity (education, health, religion, agriculture, culture, social services, etc.).

  • Water Resources
    Seeking to go beyond technical solutions, research projects in this field will focus particularly on rigorous analysis of governance structures, such as better regulatory instruments and procedures, and clear and coherent ethical guidelines regarding human capacity and water resource allocation and planning objectives.

  • Sports Development
    The project will analyze the enormous regional potential of sports development in terms of social integration and responsible citizenship. The project will include a comparative study of the existing policy of the Kenya government and that of other countries with the aim of providing possible solutions to governance deficiencies that undermine performance and growth.


Dr. Thomas Kibua

Dr. Thomas Kibua, PhD (Economics) from the University of Nairobi with Masters degrees (Economics) from both the University of Nairobi and Yale University lectured at the University of Nairobi and Strathmore Business School before becoming director of the Centre in 2013. He has published research on East African integration, health care management, the 2007 Kenyan elections, public service provision, and the role of research in policy decisions. He has also served as Economic Advisor to the Kenyan Ministry of Health, Deputy Governor to the Central Bank of Kenya, Executive Director of the Institute of Policy Analysis and Research (IPAR) in Nairobi, and Advisor to the President of the East and Southern Africa Trade and Development Bank. He co-edited Decentralization and Devolution in Kenya.  In 2013, he stood in elections for the position of Governor of Machakos County.

Wambui Kariuki

Wambui graduated from the Catholic University of Eastern Africa with a BA degree in Sociology and Political Science in October 2009. She joined the SGC team in May 2010 as a Research and Administrative Assistant. She is interested in sports governance and management among other issues of policy and governance. She is currently building a resource centre for the department as well as managing the administrative duties within the centre.
