International Humanitarian Law
The Humanitarian Agenda’s analyses and recommendations on the development of humanitarian action and related foreign policy are rooted in a recognition of the prominence of this legal framework
The principles of international humanitarian law (IHL) ascribe responsibility to all actors for the preservation of humanitarian interests in settings of armed conflict. IHL confers an obligation to state and non-state combatants to limit the effect of armed conflict on civilians while the regulating pillars of humanity, impartiality, neutrality, and independence guide and safeguard humanitarian action.
