NGO Responses to Counterterrorism, a Comparative Approach

In the coming months the Human Rights and Security Initiative will begin a study of nongovernmental responses to the counterterrorism policies enacted by the U.S., British, and Russian governments. Our aim is to assess why and how NGOs developed strategies and how these strategies were received by target audiences. We will also suggest potential strategic alternatives.

Transatlantic Policy Dialogue on Human Rights and Counterterrorism
In Berlin in October 2007, we convened a meeting of 35 governmental and nongovernmental experts from the United States, Europe, and Russia who parsed through lessons learned from Northern Ireland. American and European participants met again in Berlin in April 2008 to continue the dialogue. This year we plan to convene to discuss challenges facing the Obama administration concerning human rights and counterterrorism.

Future Projects:

Broadening the Base for Human Rights and International Law
Based on opinion surveys of decision makers and members of the public in the United States and Europe, we hope to work with interested partners – governmental and nongovernmental – to strengthen the call for human rights, international law, and effective counterterrorism policies.
