Keeping China Grounded: Ensuring Long-Term U.S. Tech Leadership in Low Earth Orbit

Please join the Center for Strategic and International Studies (CSIS) Strategic Technologies Program for an in-person event on Spectrum and Wireless Leadership, hosted by the CSIS Strategic Technologies Program. The event will take place on Tuesday, December 2, from 2:00 PM to 5:00 PM ET.

Panels will explore how the United States can sustain leadership in Low Earth Orbit (LEO) amid intensifying global competition. The event will convene experts from government, industry, and academia to discuss U.S. priorities for LEO governance, national security, and technological innovation.

The event will feature four panels:

  • Panel I – Wireless Leadership in Low Earth Orbit (2:05–2:35 PM):
    A fireside chat with Matt Pearl, Director, Strategic Technologies Program, CSIS and Jay Schwarz, Chief, Space Bureau, FCC.
  • Panel II – U.S. National Security, the Pentagon, and LEO Leadership (2:40–3:10 PM):
    Moderated by Lauryn Williams, Deputy Director, Strategic Technologies Program, CSIS, with panelists Paula Trimble, Vice President, Government Affairs and Strategy, Muon Space (Former Policy Director, Space Development Agency); Audrey Allison, Senior Policy Analyst, Center for Space Policy and Strategy, Aerospace Corporation; and Clayton Swope, Deputy Director, Aerospace Security Project, CSIS.
  • Panel III – Spectrum Policy and International Issues (3:30–4:00 PM):

  • Panel IV – Technological Innovations in Space/LEO Technology (4:05–4:35 PM):
