Kathleen Kingscott

Kathleen Kingscott serves in an independent consulting role as senior adviser to IBM Research, from which she recently retired as vice president for strategic partnerships. In her long career with IBM, she was responsible for fostering collaborative research partnerships among IBM, industry, and the academic and government scientific communities. Kingscott was also IBM’s alternate member of the Semiconductor Industry Association (SIA) board of directors, chaired the SIA Chief Technology Officer Work Group, and represented IBM in World Semiconductor Council activities. Previously, she held the IBM Industry Chair at the Industrial College of the Armed Forces, National Defense University—the first person from industry to join the faculty of the college. She also served as director, Worldwide Innovation Policy for IBM Corporation, overseeing global public policy issues on innovation, science, and technology. Her portfolio ranged from fundamental and applied multidisciplinary research to semiconductor and supercomputing technology policy. Kingscott led IBM’s executive engagement in the U.S. National Innovation Initiative and held numerous leadership roles in industry and professional associations. She served as a member of the Secretary of Commerce’s Manufacturing Council from 2015 to 2016 and is a member of the Innovation Policy Forum of the National Academies of Sciences. She is also a founder of the Task Force on American Innovation, a coalition of over 60 organizations encouraging federal investment in the physical sciences. Kingscott served for six years on the board of managers of AIP Publishing, the publishing arm of the American Institute of Physics. She has a BA from Vanderbilt University.
