2010 concluded on a very positive note in US-Russia relations with the Senate’s ratification of the New Start Treaty and implicit approval of the Civilian Nuclear 123 Agreement. Russia’s WTO accession, including a positive Congressional vote on Russia’s Permanent Normal Trade Relations (PNTR) status, and advancing progress in missile defense cooperation constitute the two major goals for 2011.
