The PONI conference series was created to provide a forum for facilitating new and innovative thinking on how to address the evolving role of nuclear weapons in international security and to gather people from across the policy and technical communities to discuss key issues. The 2015 conference series included regional conferences at Lawrence Livermore National Laboratory, the Air Force Nuclear Weapons Center, and the Center for Strategic and International Studies. The best presentations from these regional conferences were invited to the Capstone Conference, held at U.S. Strategic Command at Offutt Air Force Base. This volume collects those papers. Spanning a wide range of technical and policy issues, the selected papers are meant to contribute to the literature on the nuclear endeavor.
