Overview
Economic Security in an Era of Global Technology Competition offers government, policy, and industry professionals a comprehensive look at the role technology and innovation play in the United States’ geopolitical priorities.
Join CSIS’s Economic Security and Technology (EST) department in partnership with CSIS Executive Education for a two-day course that provides a comprehensive look at the geostrategic and geoeconomic factors shaping the emerging economic order. Participants will break down the implications of accelerating U.S.-China technology competition, the weaponization of trade and investment, energy security amid the AI revolution and wars, and technology revolutions such as artificial intelligence and quantum technologies. Through dynamic, interactive seminars and a capstone exercise, you will examine the various challenges facing U.S. economic security for the foreseeable future. For the first time, this Executive Education course will be held in partnership with a full CSIS department, featuring premier experts in the economics and technology sectors.
Curriculum
Preparing for the Emerging Economic Order
This opening session will provide an overview of economic security and technology leadership and examine the role of technology and innovation in national security, trade, and investment. You will analyze how the concept of "chokepoints" extends beyond physical infrastructure and how the United States and its allies can preserve technology advantages essential to their growth and security.
America’s Technology Long Game
This session introduces EST’s Tech Edge framework for assessing U.S.-China technology competition and discusses core elements of America’s technology long game. Experts will assess strategies and methods for achieving sustained technology leadership and for building ecosystem strengths across Stack, Precision, Production, and Base technologies to win the technology race.
Meeting AI’s Energy Demands
This session examines the electricity supply bottleneck facing AI dominance, advanced manufacturing demands, and what the United States must do to meet surging data center energy demand while prioritizing reliability and economic security.
Quantum Ecosystems, Applications, and Partnerships
This session will explore the opportunities and risks of quantum technologies. Learn the steps the U.S. can take to seize the quantum opportunity and redefine the role quantum technologies will play in computing, communication, and national security while maintaining global leadership in competition with China.
U.S.-China Export Controls and Economic Statecraft
The U.S.-China technology competition demands sophisticated economic security tools that go beyond tariffs, including export controls, investment screening, and sanctions. This session analyzes the effectiveness of export controls on semiconductors and other critical technologies, rebuilding domestic production capacity, and strengthening allied coordination while avoiding the strategic missteps that undermine U.S. economic statecraft.
Economic Security Simulation
Test your ability to assess vulnerabilities across technology types, calibrate economic statecraft tools, coordinate with allies, and balance national security imperatives in this capstone tabletop exercise. You will assume the role of an interagency task force or corporate crisis unit and respond to a real-time geopolitical and economic disruption. Working within tight time constraints, you must develop coordinated policy, diplomatic, and business continuity responses that integrate the frameworks and tools explored throughout the course.

- CSIS is seeking a diverse cohort of administration, congressional, and industry professionals who are interested in diving deep into the challenges facing modern-day technology competition and economic security.
