William A. Carter is product policy manager for responsible AI at Google. Before joining Google, he was deputy director of the Strategic Technologies Program at the Center for Strategic and International Studies (CSIS), where his research focused on international cybersecurity and technology policy issues, including emerging technologies and artificial intelligence, cybersecurity, and data governance. He has testified before the U.S. Congress, spoken at events and conferences around the world, and has participated in Track 2 dialogues on cyber and technology policy issues with China, Russia, India, and Australia. Before joining CSIS, he worked at Goldman Sachs, where he covered geopolitical risk and the technology and telecom sectors. He graduated from New York University with a B.A. in economics.
