William A. Carter
William A. Carter is an AI policy expert with extensive experience shaping government policies and regulations on AI, working with product teams to develop and deploy AI responsibly in real-world applications, and crafting responsible innovation practices and standards. From 2020-2023 he was Head of AI Policy at Google, where he led the firm’s engagement on AI policy and regulation with senior policymakers around the world, advised senior leadership and C-suite executives on AI product strategy and implementation, and developed and implemented AI policies and governance across the company. Before joining Google, he was the Deputy Director of the Technology Policy Program at CSIS, where his research focused on international technology policy issues, including emerging technologies and artificial intelligence, cybersecurity, and data governance. In this role, he worked with companies and governments to establish early AI strategies and AI principles, including leading global frameworks like the OECD AI Principles. He also testified before the U.S. Congress and spoke at events and conferences around the world, and advised leading global companies on technology trends and their implications. Before joining CSIS, he worked in the Investment Management Division at Goldman Sachs, where he covered geopolitical risk and the technology and telecom sectors. He graduated from New York University with a B.A. in economics.
