Henry H. Carroll is a research associate with the Center for the Industrial Base at the Center for Strategic and International Studies (CSIS). His analytical focuses include the defense industrial base, naval policy, and assessing foreign military industrial capacity. Prior to joining CSIS, he worked as an intern in the defense and international practices of Brownstein and as a defense-focused legislative intern for Senate Majority Leader Chuck Schumer. Henry holds a BA in history, with a concentration in war and society, from Yale University. His undergraduate senior thesis examined the politics of U.S. naval shipbuilding in the interwar period.
