A Playbook for Winning the Cyber War: Part 2: Evaluating Russia’s Cyber Strategy

The principal goals driving Russia’s cyber strategy across the spectrum of conflict are clear: disruption, destruction, and control of information. As a pioneer of cyber warfare, Russian actors perpetrated the earliest known cyberattacks and it has not slowed down since. Today, Russian cyber actors remain among the most aggressive and sophisticated on the global stage. As Moscow integrates advanced technologies such as AI and quantum computing into its cyber capabilities, the threat to the United States and its allies is likely to become even more serious.
