A Playbook for Winning the Cyber War: Part 6: Testing U.S. Policy Responses to Destructive Cyberattacks with Wargames

What happens when the United States faces a deadly cyberattack? To find out, CSIS developed wargames that dropped U.S. policymakers in the middle of a high-stakes cyber crisis. The games revealed a dangerous gap: Policymakers have no coherent framework for thinking about cyber conflict. The United States cannot afford to wait for disaster to strike before confronting the hard choices of cyber conflict.
