On November 13, G20 finance officials agreed to a new “Common Framework” for dealing with debt issues beyond the scope of the Debt Service Suspension Initiative (DSSI). The issue of high debt burdens has become especially relevant as developing countries, in particular, struggle to manage the economic fallout from the Covid-19 pandemic. Hailed by some policymakers as “historic,” the Common Framework has also been criticized for not going far enough to resolve debt crises.
