Overview

Inside Washington: A Decoding D.C. Crash Course gives policy professionals a clear, practical understanding of how power operates in Washington, D.C. Through interactive seminars and a hands-on crisis simulation, this program provides participants with an insider’s view of how the capital works and how influence is built, used, and sustained.

Designed for busy professionals, this two-day course distills the core insights of our four-day Decoding D.C.: Policy, Power, and People program into a focused study of Washington’s institutions, networks, and decision-making processes.

Participants will examine how formal structures and informal networks interact to advance policy interests, with particular attention to modern politics and media dynamics. The course will also sharpen the skills necessary to manage crises, assess breaking developments, and engage effectively with both government and nongovernment actors.

Course instructors include CSIS experts with prior experience as senior government officials and government relations professionals, as well as Washington insiders who will share their knowledge of the capital's distinctive culture, policy dynamics, and political environment.

This program is especially helpful for those new to working in Washington or the policy space, though we encourage all interested participants to attend. Inside Washington goes beyond the basics of American civics to explain how and why the policy process works the way it does, making it a valuable program for professionals across experience levels. 

Curriculum 

Through interactive seminars and an immersive capstone simulation, Inside Washington: A Decoding D.C. Crash Course explores the D.C. policymaking process from the perspective of experienced Washington insiders.

Seminars include: 

  • Power Structures: Power in Operation: Beginning with a deep dive into the Constitution’s “power clauses” and the tensions built into the design of the U.S. government, participants will explore the role of formal government structures and informal networks in shaping policy outcomes. Topics include the role of coalitions, key constraints on officials, and the competing pressures within the system. 
  • The Executive Branch: The White House, NSC, & Interagency Process: From executive orders to individual agency missions, the White House’s agenda is heavily influenced by outside interests and national security priorities. This seminar focuses on the coordination process at the top of the executive branch, as well as its connections to executive agencies and Congress. 
  • Working with Congress: Led by a former Hill staffer, this session explores the priorities of congressional staff and how to align them with your policy interests. Participants will compare the structural differences and functions of the House and the Senate, unpack the role of staff in the decision-making process, and provide key insights into working with caucuses, committees, members, and staff. 
  • The Backdrop: Voter Sentiment and Key Issues: This session explores the state of voter sentiment and how public opinion shapes today’s policy debates. Participants will assess the political landscape and the issues of greatest concern to the public and, by extension, policymakers. 
  • Unpacking the Trump White House: This session analyzes the motivations and decision-making processes shaping the Trump administration’s actions. Participants will explore the evolving role of the presidency, compare Trump’s first and second terms, and assess the core factors influencing White House policy decisions. 
  • The Communications Ecosystem: This session maps the diverse and interconnected centers of influence across Washington, D.C., and the tools organizations use to support their policy and ideological communications. Participants will explore how information flows through Washington, including the role of public affairs firms, lobbying firms, social media, traditional media, think tanks, and other influential actors. 
  • The Role of the States: This session considers the role that state governments play in interpreting and implementing policy. Participants will explore the structure of state government, the powers reserved to the states, the competition among states, and the impact of state government on federal policy. 
  • Simulation: Assessing Breaking Developments and Managing Crises: This integrative exercise will challenge participants to evaluate the significance of breaking developments, differentiate critical information from background noise, and develop effective crisis response options by leveraging power structures and situational judgment.

This course is open to professionals working in or around policy interested in developing a deeper understanding of how Washington, D.C. functions.
