CSIS Global Health Policy Center Names Ambassador Lisa Carty Non-Resident Senior Adviser

WASHINGTON, DC - February 6, 2026 - The Center for Strategic and International Studies (CSIS) today announced that Ambassador (retired) Lisa Carty has been appointed as a non-resident senior adviser with the CSIS Global Health Policy Center (GHPC).
Ambassador Carty is a recognized leader in global health and humanitarian affairs with an exceptional career as both a U.S. diplomat and senior official of the United Nations. She most recently served as the U.S. ambassador to the UN Economic and Social Council, an appointment she held from March 2022 to January 2025.
“At this moment of great uncertainty and upheaval in global health, science, and preparedness against new and old biothreats, we are in acute need of the wisdom, experience, and insights that Lisa Carty brings to any table,” said J. Stephen Morrison, senior vice president and director of the CSIS Global Health Policy Center. “We are very grateful that she will be contributing her wealth of knowledge to our work at CSIS.”
After beginning her career as a volunteer in a refugee camp in Southeast Asia, Ambassador Carty spent 25 years as a foreign service officer with the U.S. Department of State with overseas assignments in Asia, the Middle East, and Russia. Her UN career included work with the UN Relief Works Agency for Palestinian Refugees, as well as positions with the Joint UN Program on AIDS and the UN Office for the Coordination of Humanitarian Affairs. Her expertise on humanitarian crises, global health, food insecurity, and the rights of women and girls will help inform GHPC’s goal to generate independent, forward-thinking solutions to the geopolitical issues affecting current and future global health activities.

I look forward to supporting the center in building on that legacy, including through the critical work of the Bipartisan Alliance.”
Prior to her tenure with the United Nations, Ambassador Carty helped lead the work of the Bill & Melinda Gates Foundation’s Global Health Program and held a previous appointment as a CSIS senior adviser. She holds a master’s degree in public health from Johns Hopkins University and attended the Fletcher School of Law and Diplomacy and Georgetown University’s School of Foreign Service.
In addition to her role with GHPC, Carty will also serve as a senior adviser with the CSIS Bipartisan Alliance for Global Health Security, an esteemed group of lawmakers, senior leaders, and subject matter experts charged with advancing a concrete agenda for U.S. global health security strategy. Under the leadership of co-chairs former U.S. Senator Richard Burr and former CDC Director Dr. Julie Gerberding, the alliance delivers recommendations on global health security policy and programs to key decisionmakers in Congress, executive agencies, and non-governmental organizations.
