Policymaking in India is divided between the national government and India’s twenty-eight state governments. Progress in areas like human development, attracting global supply chain investments, and climate change all require Indian state governments to cooperate to achieve meaningful national progress. At the same time, state governments have the flexibility to try novel policy and programmatic approaches, providing real-life laboratories for different pathways to development.
Since coming to power in 2014, the government of Prime Minister Narendra Modi has attempted to stoke competition between states in some areas like “ease of doing business.” Simultaneously, the government is trying to improve cooperation by revisiting the ways that state governments engage with the national government on key priorities like healthcare and climate change. This includes taking important steps like recasting the erstwhile Planning Commission into the new NITI Aayog.
On April 21, we will host the Vice Chairman of NITI Aayog, Mr. Suman Bery, for a public discussion on the status and future of “Cooperative/ Competitive Federalism in India.” Mr. Bery is an internationally-renowned economist. He took over NITI Aayog in May 2022. He has had a distinguished career that spans key roles in the private sector, at think tanks, and at the World Bank. His full biography can be found here.
