CSIS works to build bipartisan understanding and consensus around climate’s impacts on global health and clearly and concretely define U.S. foreign policy priorities in climate and health.

CSIS Alliance Climate and Health Working Group

The CSIS Bipartisan Alliance for Global Health Security has launched a Working Group on Climate and Health. Over the course of a year, through fall 2025, the working group will seek to build bipartisan understanding and consensus around climate’s impacts on global health and clearly and concretely define U.S. foreign policy priorities in climate and health that can attract support across the political aisle. The Working Group will develop a vision for the U.S. administration and Congress that includes a new multidisciplinary coalition and prioritizes building capability and equity in the Global South through U.S. partnerships.  

In advocating for a coherent U.S. foreign policy strategy on climate and health, the Working Group will give special weight to five areas, defining policy and financing goals for each: 

  1. Build new data, surveillance, forecasting, and early warning capabilities around the health impacts of climate change;  
  2. Accelerate R&D that addresses scientific gaps in climate and health science;  
  3. Expand development finance and accelerate multilateral development bank (MDB) reform around climate and health;  
  4. Address climate induced migration and its health impacts; and
  5. Engage China effectively on climate and health issues.
     

The working group is co-chaired by J. Stephen Morrison, Senior Vice President and Director, CSIS Global Health Policy Center and Katherine E. Bliss, Senior Fellow and Director, Immunizations and Health Systems Resilience, CSIS Global Health Policy Center. CSIS Program Manager Maclane Speer oversees the secretariat for the working group, with support from the wider Bipartisan Alliance secretariat.
