The global development enterprise, built over the past seven decades, is now subject to the deepest skepticism and sharpest inflection point in its history. The consensus that undergirded U.S. policy and U.S. global leadership is gone. Indeed, amid powerful cross-currents, a dramatic, post-aid moment has arrived, one that policy makers are just beginning to define.   

On one hand, it is a moment of disruption, risk, and uncertainty. USAID has been dismantled, and there will be no restoration. The implications for populations served are profound and still unfolding. Associated questions are being asked about the direction of U.S. policy, including its capacity to deliver.  

Simultaneously, it is a creative moment of honest self-criticism, open possibility, and reform. It is an invitation to innovation that stretches beyond the Washington Beltway. It is a period that offers historic opportunity to craft new approaches that can transcend outdated institutions and better equip the United States in an era of hardening geostrategic competition. 

The Futures Summit: A New Era of Development Cooperation

Hosted by the CSIS Global Development Department, the inaugural Futures Summit will take place in Washington, D.C. over several days of convening and multi-media engagement to explore how best to navigate and advance this new era of cooperation. 

Building on a strong legacy of annual forums, The Futures Summit  will leverage CSIS’s exceptional convening power, its expertise across a range of essential domains, and its history of fostering timely respectful dialogue. The event will feature global leaders and will be centered around three thematic tracks: 


Rethinking Cooperation

How does the growing influence of “middle power” countries alter the landscape for engagement in the Global South? How do partnerships at the subnational level offer opportunities while shifting norms? What are the intersections between initiatives like the America First Global Health Policy and the vision of partner country leaders who are now pressing for ‘Health Sovereignty’ approaches to drive their priorities? 



U.S. Commercial Diplomacy

As economic statecraft and high-level dealmaking take center stage at a time of U.S. foreign policy fluidity, how can we make commercial diplomacy work for the U.S. and developing countries? What is the role of the private sector in these efforts? What are the roles for current and potential U.S. institutions? And how can they enable productive commercial diplomacy with durable results? 



Digital Infrastructure and Technology

How are investments in the uptake of AI, machine learning, and associated digital infrastructure altering the landscape, including for youth and workforces across the Global South? What are the ways to balance the risks posed by technology dominance and displacement with the promise of technology frontier platforms for the poor and marginalized?
