Brad Brooks-Rubin
Brad Brooks-Rubin is a partner at Arktouros, a boutique law firm, where he advises private-sector and civil-society clients on sanctions compliance and other regulatory issues, including business and human rights. Prior to Arktouros, Brad was a senior advisor in the Office of Sanctions Coordination at the U.S. Department of State, where he was responsible for sanctions policy coordination related to sub-Saharan Africa, Burma, the West Bank, and natural resources. Brad rejoined State after six and a half years as policy director and then managing director at The Sentry. He has also held roles at the Responsible Jewellery Council (serving as a strategic advisor); the Gemological Institute of America (focusing on projects related to sustainable development and human rights); the U.S. Department of State (leading on the Kimberley Process and conflict minerals in eastern Democratic Republic of the Congo); the U.S. Department of the Treasury (serving as an attorney-advisor for the Office of Chief Counsel, Foreign Assets Control, and concentrating on sanctions issues related to sub-Saharan Africa, Burma, and counterterrorism); as well as at two law firms (advising on economic sanctions, export controls, and business and human rights issues). Brad is an adjunct professor at Georgetown University’s School of Foreign Service, where he teaches a course on the “resource curse,” and a board member of the Wildlife Justice Commission, We Are Family DC, and Praeveni (which combats human trafficking and forced labor). He is also a music writer and DJ on a community radio station in the Washington, D.C., area.
